This can occur due to the electoral system's combination of direct mandates and proportional representation. As a result, additional seats, known as overhang seats, are created to ensure that the party's share of seats in the parliament reflects its share of the popular vote. This can lead to a larger parliament than intended, and the overhang seats can potentially give a party more influence than its popular vote would suggest. **
